Description

Armand Corporation seeks to fill a Permit Expeditor role, or a New York State Building Permit Specialist, as part of a team dedicated to provide case management and construction technical assistance services to New York State homeowners. The homeowners are using federal grant money to rebuild and elevate their homes to achieve long-term resilience in the wake of Hurricane Sandy. The Permit Specialist should have knowledge of or experience with Long Island, NY municipal building department requirements including, but not limited to, those of the Town of Hempstead, Town of Oyster Bay, Town of Lindenhurst, and other Towns and Villages of Nassau and Suffolk Counties.

Essential Functions

• Use knowledge of HUD CDBG-DR guidelines, general construction and municipal permitting requirements to resolve construction-related questions and impediments for homeowners. • Advise on permitting needs, deficiencies and resolution pathways on a broad as well as case-by-case basis for New York Rising applicants spanning 33 counties in New York State. • Develop and leverage relationships with Long Island, NY municipal building departments in order to obtain updates on permitting progress, common blockages, and advocate on behalf of New York Rising homeowners. • Prepare and produce regular reporting on design, permitting, construction progress for the review of team members, management, and the Client. • Perform site visits to review progress and the presence of the appropriate permits onsite. • Coordinate with subcontractors responsible for permits and surveying, to ensure the performance and timeliness of said vendors. • Review the results of contracted permitting/surveying work to ensure quality, analyze for next steps and feasibility. • Conduct or participate in phone and in person conversations with Housing Applicants in order to gather and confirm knowledge about Applications’ construction-related impediments. • Search and navigate State and internal information management systems in order to review and confirm Application statuses, documentation, or other data. • Mediate requests to internal team-members and external stakeholders (e.g. consultants, contractors, state employees, etc.) in order to push an Application to the next step. • Attend meetings with other consultants, contractors, state employees and other stakeholders. • Other duties as required.

Qualifications

• 4-Year Degree from Accredited Institution required. • Experience with Long Island, NY municipal permitting requirements and process. • Experience with one or more of the following: Residential Construction, Construction Management, Engineering, Surveying, Federal Funding, Disaster Recovery. • Excellent communication skills for in-person, oral and written communication. • Ability to handle multiple, competing project deadlines at all times. • Excellent computer and software skills, including Microsoft Word, Excel as well as basic web applications: e.g. Primavera Contract Manager or the equivalent.
