Description
The Local Disaster Recovery Manager (LDRM) is responsible for organizing, coordinating and advancing the pre and post disaster recovery plans, disseminating information concerning upcoming storm actions, coordinating emergency operations for hazards and connecting to the County, State, and Federal groups involved in emergency management for the City of Long Beach. The LDRM would coordinate with Nassau County Government/OEM and regional disaster centers. Supervision is exercised over the Long Beach Office of Emergency Management command center and personal. Work is performed under the general direction of the City Manager. Related responsibilities assigned as necessary. This position is funded by Community Development Block Grant Disaster Recovery (CDBG-DR), which New York State received through the Federal Department of Housing and Urban Development (HUD) for two years.

Essential Functions
• Serve as the City representative in all disaster recovery matters as directed by the City Manager;
• Interfaces as the City representative and primary point of contact with County, State and Federal governments and regional disaster centers for disaster recovery preparedness;
• Organize recovery planning processes, which include individuals with disabilities and others with access issues, seniors, members of underserved communities and persons with limited English proficiency, to fully engage constituents’ input; lead the development of the City’s recovery visions, priorities, resources, capability and capacity;
• Develop and coordinate the implementation of a comprehensive citywide response when required. Serve during times of disaster as part of the operational leadership for the City for any scale of disaster, under the direction of the City Manager;
• Lead and manages the team responsible for the implementation of disaster services programs throughout the city, ensuring disaster services are delivered in a rapid and accessible manner in order to meet the urgent needs of our residents;
• Coordinate development, training and exercise of the City’s disaster recovery plan;
• Provide training on new critical emergency communications equipment, such as satellite capability for weather and emergency communications;
• Establish Memoranda of Understanding for related organizations to provide post-disaster services. The LDRM would coordinate with the Long Island Voluntary Organization Active in Disaster (LIVOAD) of Nassau County to streamline efforts and maximize coverage;
• Establish and maintain contacts and networks for disaster recovery resources, and support systems;
• Establish agreements with disaster recovery vendors;
• Train applicable responders in disaster planning;
• Coordinate fire, police, and emergency service personnel and equipment;
• Educate, prepares and mobilizes Long Beach residents to respond to and recover from emergencies;
• Develop and implement recovery progress measures and communicates adjustments and improvements to applicable stakeholders and authorities;
• Assist in obtaining and administering grants and other government funding;
• Work closely with the recovery leadership at all levels to ensure a well-coordinated, timely and well-executed recovery.

Qualifications
Either:
A. Graduation from an accredited or recognized four year college or university with an Bachelor’s degree and a minimum of 3-5 years of senior level, public sector management and/or supervisory experience in varied settings, 2-3 years of which should involve (or partially involve) the general type of work conducted in pre and post disaster recovery efforts;
B. Graduation from high school or possession of a high school equivalency diploma with a minimum of 5-7 years senior level, public sector management and/or supervisory experience in varied settings, two (2) of which should involve (or partially involve) the general type of work conducted in pre and post disaster recovery efforts
