Description

Support GOSR's affordable housing initiatives, facilitating resiliency discussions with stakeholders and building the capacity of public housing authorities. In June 2013, following Hurricane Irene, Tropical Storm Lee and Superstorm Sandy, Governor Andrew Cuomo centralized recovery and rebuilding efforts in impacted areas of New York State, creating the Governor’s Office of Storm Recovery (GOSR). In establishing GOSR, the Governor aimed to address communities’ most urgent needs, while also encouraging the identification of innovative and enduring solutions to strengthen the State’s infrastructure and critical systems. Operating under the umbrella of NY Rising, GOSR utilizes funding made available by the U.S. Department of Housing & Urban Development’s (HUD) Community Development Block Grant Disaster Recovery (CDBG-DR) program to concentrate aid to four main areas: Housing Recovery; Small Business; Infrastructure; and Community Reconstruction. Paired with additional federal funding that has been awarded to other State agencies, the CDBG-DR program is enabling homeowners, small businesses and entire communities to build back even better than before. As a recipient of HUD's National Disaster Resilience Competition (NDR) funds, GOSR has launched the Public Housing Resiliency Pilot Program which aims to reduce the impacts of coastal and riverine flooding by targeting climate-impacted Public Housing Authorities (PHAs) in Nassau and Broome Counties. GOSR is working with four PHA partners to implement recovery and resiliency projects, and seeks a coordinator to facilitate resiliency-related discussions with PHA stakeholders and residents. Based in the GOSR headquarters in New York City, Resilience AmeriCorps members will support the work of PHAs to: help leaders to understand the value of the proposed resiliency improvements; help GOSR to understand the needs at PHAs; provide an added value to under-resourced PHAs as they proceed toward implementation of these improvements; and to facilitate community meetings, surveys, and other exercises in coordination with GOSR’s implementation partner, Enterprise Community Partners. Essential Functions

Increase stakeholder understanding of value in resiliency improvements; Assess needs at Public Housing Authorities (PHAs); Provide added value to under-resourced PHAs through resiliency improvement implementation; Facilitate community meetings, surveys, and other coordination exercises with implementation partners; Leverage existing tracking, analysis and benchmarking efforts at PHAs to present quantitative outputs as part of HUD National agenda; Identify additional funding sources to support resilience training and community development programs at PHA Community Centers; Engage with workforce development programming to connect residents to available services; Facilitate knowledge sharing to enhance communication between GOSR and its partners; Enhance communication strategies with a broader audience including PHA residents, community stakeholders, government agencies; And support institutional engagement with HUD Officials around reporting resiliency measures and metrics.
