Description

Support GOSR to expand impact of community-created projects and develop workforce and youth engagement social resilience components of Rebuild By Design (RBD) projects. Following Hurricane Irene, Tropical Storm Lee and Superstorm Sandy, Governor Andrew Cuomo centralized recovery and rebuilding efforts in impacted areas of New York State, creating the Governor’s Office of Storm Recovery (GOSR). The Governor aimed to address communities’ most urgent needs, while also encouraging the identification of innovative and enduring solutions to strengthen the State’s infrastructure and critical systems. Operating under the umbrella of NY Rising, GOSR concentrates aid to four main areas: Housing Recovery; Small Business; Infrastructure; and Community Reconstruction. The NY Rising Community Reconstruction Program (NYRCR) Program is a participatory recovery and resiliency initiative established to provide assistance to communities severely damaged by Superstorm Sandy, Hurricane Irene, and Tropical Storm Lee. This program empowered the State’s most impacted communities to develop thorough and implementable reconstruction plans to build physically, socially, and economically resilient and sustainable communities. The NYRCR Program is now working with local partners to implement recovery and resiliency projects proposed in the NYRCR Plans. In most cases across the State, local governments are implementing projects, with support and technical assistance provided by GOSR; however qualified nonprofit organizations are eligible and found to be productive implementation partners. Based in Long Island, the Rebuild By Design—Living With The Bay project aims to increase the resiliency of communities along the Mill River and around the South Shore of Long Island’s bays. The undertaking mitigates damage from storm surges by deploying protective measures such as constructed marshes and dikes; stormwater management; and improves water quality in the bay. The project will also reduce inundations and pollution, as well as create publicly accessible greenways that connect the South Shore’s communities. Essential Functions

Support the implementation of social resilience elements of the Rebuild By Design—Living With The Bay project; Leverage data collection tools to analyze and synthesize both quantitative and qualitative outcomes of GOSR’s NYRCR Program; Develop surveys and other engagement tools to collect additional information from partners and inform the sustainability and reach of the funded services; Communicate findings of data collection and engagement to public through reports and website text; Conduct research with GOSR staff across programs and departments to identify best practices; Undertake best practice research of other state or locally-run disaster recovery efforts to identify any practices relevant to New York State; And synthesize research and create best practice handbook for GOSR staff, as well as a guide for other states seeking to implement a disaster recovery office.

Qualifications
